PLOT:
All across the globe, rich and powerful men and women are receiving the fateful call, letting them know their time is up. For generations, these people of influence have been granted the gift of extended lifetimes and prolonged youthfulness thanks to the blood of a group of ageless men and women known as the Insiders. These men and women have stood on the very outskirts of society, manipulating and empowering their acolytes while they dwell underground. In exchange for these gifts, those given a sampling of the Insiders' blood agree to spend their final years within giant digging machines known as Thrashers canvassing the Earth's crust, searching for segments of a mysterious meteorite which the Insiders believe will stave off death for good.

It was one of these giant Thrashers that caused the catastrophic quake in Germany, collapsing entire neighborhoods into a giant crater. The Outsiders, now stationed in their 'Haven' - a cloaked space station orbiting above the Earth, pick up on the tremors and decide to investigate. Not wanting to consolidate all of their power in one place, Geo-Force, the team's defacto leader, orders Metamorpho and Creeper to stay behind while he and the others rocket down to Germany.

Upon arriving in Germany, Brion begins communicating with the Earth, trying to get a sense of what just occurred. To gain the team a little privacy, he simulates a faux-aftershock, frightening the rescue crews out of their way - a move which greatly concerns Black Lightning. Nevertheless, the team continues on and Halo is sent above ground to interview the sole survivor, a little girl who draws a picture of the monster like machine that drilled through her home and caused the death of her family.

The rest of the team, soon finds themselves face to face with one of those monsters as a Thrasher plows through a wall of Earth next to them in search of meteorite samples. The team, suffering from the effects of being so far underground with proper pressurization, is ill-equip to fend off the machine. When the Thrasher notices a segment of the meteor embedded in the wall behind Katana it reaches out and grabs it, snagging the heroine in the process. With Katana in it's grips the machine continues on through the Earth leaving the rest of the Outsiders behind to try and catch their teammate before it's too late.
